To check the paint quality and finish I rubber two of them together and the black paint didn't come off.
So now let's talk about aluminum tire valve caps. First, these won't rust what could happen is the aluminum fuses to the brass tire valve stem (at least most cars are brass). these caps do have some amount of paint inside that might help prevent that. I would also think most people remove the caps at least every 3 months to check tire pressure so it may not get to that point.
If you are worried put a thin layer of vasline on the valve stem before putting these on. If they do get stuck use pliers to twist them off but don't twist too hard or you can break the valve stem cap. Last resort is to heat it up using a lighter.
